Die Zahl der Staatsrechtler, die die Weimarer Verfassung mit Leidenschaft verteidigten, war gering; noch geringer war die Zahl derer, die auch auf ihrem Fachgebiet fruh zu einer pluralistischen Sicht von "Staat" und "Volk" - und damit nach "Westen" - durchdrangen. Zu ihnen zahlte Karl Loewenstein, der in seiner politikwissenschaftlich orientierten Verfassungslehre ein gegen die Tradition gerichtetes, entontologisiertes Staatsverstandnis entwarf, indem er Verfassung, Institutionen und Gesellschaft "realistisch" begriff. Danach ist der demokratische "Staat" nur der durch "checks and balances" kontrollierte politische Prozess, (...) der sich als Kampf um Macht auf der Grundlage einer Verfassung in offener aber zugleich verfahrensmaaig "zivilisiert-rationaler" Weise vollzieht - und der notfalls als "militant democracy" verteidigt werden muss. It is a near truism of philosophy of language that sentences are prior to words--that they are the only things that fundamentally have meaning. In Martin Hilpert, Bert Cappelle & Ilse Depraetere, (...) Modality and diachronic construction grammar, 12–52. Amsterdam: John Benjamins, who argue for the constructional status of both enclitics, the present study proposes a refinement according to which the differences between enclitics and full forms can be pinpointed to specific co-occurrence patterns. Rather than rashly postulating a general ’d-construction or an ’ll-construction, the data indicate that lower-level instances, like I’d V, we’ll V, or it would V, are very much capable of capturing the meaning differences between enclitics and full forms without recourse to higher, more abstract level. This is achieved by assessing the changes in the associative links these patterns entertain in a data-driven, bottom-up fashion. By utilizing the COHA and a variety of quantitative methods, it can be shown that, although enclitic patterns become more frequent and more varied, they remain overall still more restricted than the full forms, which promotes the emergence of ‘new’ symbolic associations. The results are integrated into current research in Diachronic Construction Grammar and dynamic, network-oriented models of language. (shrink)

This paper explores the application of an affective content analysis to a selection of nanotechnology news articles gathered from selected newspapers. Thematic content analyses dominate current efforts to mine large text collections of popular science media; the addition of an affective analysis element can yield useful information to supplement future content analysis efforts. Using Whissell’s Dictionary of Affect in Language , the analysis rates news articles gathered over a twenty-two year period for their pleasantness, activeness, and imagery, determining the mean (...) affective tone in each category for the entire collection, four ‘content themes’ (business, national security, health, and environment), and the change in affective tone over the twenty-two year period these articles represent. Whereas the entire collection analyzed as a whole rates very similarly to the average found for everyday English language use and the ‘content themes’ show similar results, the change in affective tone over the years has been both significant and striking. A sample of results from three years of the twenty-two year period is then qualitatively explored to demonstrate to the reader the connection between the quantitative results of the Dictionary and the qualitative effect of the article’s word use and phrasing. The paper ends with a review of the technique’s success, implications for policymaking and public dialogue, and avenues for future use. (shrink)

These are some of the central questions that Robert Proctor addresses in his study of the politics of modern science.

Material traces of the past are notoriously inscrutable; they rarely speak with one voice, and what they say is never unmediated. They stand as evidence only given a rich scaffolding of interpretation which is, itself, always open to challenge and revision. And yet archaeological evidence has dramatically expanded what we know of the cultural past, sometimes demonstrating a striking capacity to disrupt settled assumptions. The questions we address in Evidential Reasoning are: How are these successes realized? What gives us confidence (...) in the credibility and robustness, the trustworthiness, of the evidential claims based on archaeological data? And, what constitute best practices in building evidential claims, critically scrutinizing them and putting them to work in archaeological contexts? Rather than retreat to abstractions about how how science operates in the ideal, we approach this question by interrogating a number of close-to-the-ground case studies with the aim of teasing out the wisdom embodied in archaeological practice. The cases we consider – of fieldwork, strategies for working with old evidence, and the role of external resources – illuminate the role of various types of inferential scaffolding and bring into focus practice-grounded epistemic norms that we believe serve archaeologists better than the all-or-nothing ideals of truth and objectivity that dominate programmatic debate. This paper examines a fundamental problem in applied mathematics. How can one model the behavior of materials that display radically different, dominant behaviors at different length scales. Although we have good models for material behaviors at small and large scales, it is often hard to relate these scale-based models to one another. Macroscale models represent the integrated effects of very subtle factors that are practically invisible at the smallest, atomic, scales. For this reason it has been notoriously difficult to model (...) realistic materials with a simple bottom-up-from-the-atoms strategy. The widespread failure of that strategy forced physicists interested in overall macro-behavior of materials toward completely top-down modeling strategies familiar from traditional continuum mechanics. The problem of the ``tyranny of scales'' asks whether we can exploit our rather rich knowledge of intermediate micro- scale behaviors in a manner that would allow us to bridge between these two dominant methodologies. Macroscopic scale behaviors often fall into large common classes of behaviors such as the class of isotropic elastic solids, characterized by two phenomenological parameters---so-called elastic coefficients. Can we employ knowledge of lower scale behaviors to understand this universality---to determine the coefficients and to group the systems into classes exhibiting similar behavior? (shrink)

According to proponents of the extended mind, bio-external resources, such as a notebook or a smartphone, are candidate parts of the cognitive and mental machinery that realises cognitive states and processes. The present chapter discusses three areas of ethical concern associated with the extended mind, namely mental privacy, mental manipulation, and agency. We also examine the ethics of the extended mind from the standpoint of three general normative frameworks, namely, consequentialism, deontology, and virtue ethics.

Drawing on Aristotle’s notion of “ultimate responsibility,” Robert Kane argues that to be exercising a free will an agent must have taken some character forming decisions for which there were no sufficient conditions or decisive reasons.¹ That is, an agent whose will is free not only had the ability to develop other dispositions, but could have exercised that ability without being irrational. To say it again, a person has a free will just in case her character is the product (...) of decisions that she could have rationally avoided making. Michael Almeida has recently tried to show that if S5 correctly represents metaphysical necessity, there can be no non-trivial evidence for or against the existence of the traditional God. Evidence would thus be irrelevant to the reasonability of traditional theistic belief. Almeida's argument has implications beyond its announced target: it amounts to a new argument for sweeping scepticism. Almeida's argument for the irrelevance of evidence to the existence of God would apply to any state of affairs that entails some metaphysical (...) necessity. In S5, every state of affairs entails some metaphysical necessity, so Almeida should conclude that non-trivial evidence for or against any state of affairs is impossible. I argue that the problem is not with S5 but with inadequately motivated assumptions about evidential support. Avoiding those assumptions disables the argument for sweeping scepticism and without foreclosing the possibility of non-trivial evidence for or against the existence of the traditional God. (shrink)

Eine solche „liberale Eugenik“ wird mittlerweile auch in der Philosophie und Bioethik befürwortet. Wo liegen aber die Ursprünge eines solchen Denkens und wie ist eine umfassende Fortpflanzungsfreiheit zu bewerten? Ausgehend von einer freiheitlichen Ethik leistet die Studie eine immanente Kritik an der liberalen Eugenik und entwirft dabei eine eigene Position zum Umgang mit neuen gentechnischen Möglichkeiten.
